Although no details were given on the deal, it's clear that the Obama administration had a lot of leverage over Trump, and that he didn't want to give it up.
'China's continued insistence that they want to continue to allow American nuclear weapons on their soil is a real problem,' James Lewis, the director for nonproliferation studies at the Center for Strategic and International Studies, told the Times. 'The United States, in order to protect its own nuclear deterrent, had been pushing back against their longstanding desire to be able to develop their own nuclear deterrent.'
'Trump wants to get this stuff out of the government as fast as possible. It was on his mind when he was elected,' he added.
